SPROUSE, Circuit Judge:

This is an appeal by Tom S. Bruce, the plaintiff, in an action brought under 42 U.S.C. § 1983 from a decision of the District Court granting the motion of individual defendants for judgment on the pleadings pursuant to Rule 12(c), F.R.Civ.P. The action was brought by Bruce against Green-ville County, South Carolina, the defendant below, and the members of County Council, both in their official and individual capacities.
