In, October of 2011, officers from the District of Columbia’s Metropolitan Police Department (“MPD”) arrested Kevin Witherspoon—a then-29-year-old D.C. resident with an intellectual disability and a phonological disorder—for his ' participation in what is known as a “buy/bust” drug operation.
