OPINION

IRENAS, District Judge.

Plaintiffs, who are primarily card-counting blackjack players, bring this action against thirty-eight casino defendants (“Casino Defendants”), three investigation agencies, and several hundred “John Doe” defendants, alleging a conspiracy in violation of state and federal RICO statutes, and violations of the New Jersey Public Accommodations Act and the New Jersey Consumer Fraud Act.
