This action was initiated by the State of Utah to obtain reimbursement of public aid monies paid to Celia Z. Paredes (Celia) for the support of the children of Celia and Fernando Jesus Paredes, respondent, pursuant to the Revised Uniform Reciprocal Enforcement of Support Act (URESA) (Ill. Rev.
