In 1978, Minnesota Power entered into two Electric Service Agreements with Reserve Mining Company (“Reserve”), a Minnesota corporation, to supply electricity to Reserve’s taconite facilities in Babbitt and Silver Bay, Minnesota. At the time Reserve entered into the contracts it was owned equally by Armco, Inc. and Republic Steel Corporation (“Republic”). In 1982, Armco and Republic restructured Reserve into a partnership.
