Grap-sas appealed from the referee's recommendation that he be required to make restitution to a client for the fee she paid him to represent her in an immigration matter and for the costs she incurred in returning to her home country in order to apply for a visa as a result of Attorney Grapsas' unsuccessful attempt to obtain a nonimmigrant status for her.
