SHOOB, District Judge.

This action was filed in 1986 to challenge the 1983 Amendment of a Farmers Home Administration (“FmHA”) regulation. The Amendment abolished a tenant’s right to an administrative hearing prior to eviction from FmHA-financed housing. Plaintiffs allege that the agency eliminated the grievance and appeals procedure in violation of the Administrative Procedure Act (“APA”). The action also challenges the failure of local defendants to provide grievance hearings to plaintiffs and contests the amount of late fees charged to tenants.
