This proceeding in mandamus was instituted under the original jurisdiction of this Court by the Yahn Electric Company, Incorporated, a West Virginia Corporation of Wheeling, West Virginia, against H. K. Baer, Secretary of the West Virginia Board of Education and against the West Virginia Board of Education, on March 10, 1964, to compel the respondents to consider a bid for the electrical installation on the Faculty Housing Facilities Project at West Liberty State College, West Liberty, West Virginia, which was submitted by the petitioner in response to an advertisement for bids…
