In May 2015, Michael Harris and Javon Upshaw, then police officers for the Village of Robbins, visited Graciela Tenorio's tire shop to follow-up on a complaint that four tire rims displayed for sale at the stop were in fact rims that had been reported stolen several months ago. While the officers were at the shop, they handcuffed Tenorio and put her in a squad car for several minutes.
