Affirming.

This is an appeal from a judgment of the Jefferson circuit court, under the Declaratory Judgment Act (Civil Code Prac. sec. 639a-l et seq.), sustaining the power of the Louisville Bridge Commission to refund $4,399,000 of City of Louisville Bridge Revenue 4% per cent, bonds, issued under date of May 1, 1928, and due May 1, 1948.
