MEMORANDUM OPINION

WILLIAM D. QUARLES, JR., District Judge.

Betsy Ross, for herself and as next friend of her minor daughter1 K.R., sued the Cecil County Department of Social Services (“CCDSS”) and others (collectively, “the defendants”) for federal and state *612constitutional violations and other claims. For the following reasons, the defendants’ motion to dismiss the complaint or for summary judgment will be granted in part and denied in part. Ross’s unopposed motion for summary judgment on her First Amendment claim will be denied.
