Appellants, inmates of the Lorton Reformatory, a part of the District of Columbia Corrections System, and others, 1 filed this action in the District Court challenging an order issued by the Attorney General of the United States on October 1, 1974 which curtailed furlough privileges previously available to certain inmates.
