DECISION
This matter is before the Court for decision following trial to the Court sitting without a jury. Generally, the issues at trial related to the Town of Narragansett's (hereafter "the Town") interaction with Robert M. Palmisciano (hereafter "Palmisciano") concerning a real estate development known as Wincheck Estates. The Complaint was originally filed by the Town of Narragansett in June, 1993, alleging that Palmisciano breached the terms of an agreement entered by the parties on June 1, 1989.
