Petitioner Julian Rajanayagan Anandarajah is a 52-year old ethnic Tamil and citizen of Sri Lanka. He was born on January 14, 1957, is married, and has two children, one of whom lives in the United States. He is educated and fluent in Tamil, English and Sinhala. Anandarajah filed an application for asylum and withholding of removal based on race, nationality, political opinion, and membership in a particular social group, and he sought protection under the Convention Against Torture.
