This matter is before the Court on Defendants’ Motions to Dismiss and/or to Sever. For the reasons that follow, the Motions to Dismiss are granted and the. Motions to Sever are denied as moot.
BACKGROUND
Plaintiff Michelle Ray alleges that Defendants1 illegally accessed her driver’s *845license information approximately 440 times between 2003 and 2108 without a legitimate law-enforcement purpose.
