On May 23, 1990, plaintiff States Land Improvement Corporation (States Land) filed suit for issuance of a common law writ of certiorari in the circuit court of Sangamon County against defendant Illinois Environmental Protection Agency (IEPA) thereby challenging an action by IEPA which placed a closed landfill site owned by States Land on IEPA’s “State Remedial Action Priorities List” (SRAPL).
