On October 13, 1988, the plaintiff Illinois Federation of Teachers (IFT) filed a complaint in the circuit court of Sangamon County against the defendant Teachers’ Retirement System of the State of Illinois (TRS). The complaint generally alleged the defendant was improperly attempting to collect retirement fund contributions on the basis of certain noncash benefits provided to teachers as part of their compensation plan.
