This matter comes before the court on David B. Gatewood’s petition for review of a decision by the District of Columbia Water and Sewer Authority (D.C. Water), rejecting his challenge to a water bill. Gatewood argues that D.C. Water erred by failing to credit his unrebutted testimony that the utility charged him for water he did not use.
