Sonya Owens, proceeding pro se, filed suit in Superior Court against the District of Columbia Water and Sewer Authority (“DC Water”) 1 to challenge the termination of her water and sewer service. The Superior Court determined that she had failed to exhaust administrative remedies and dismissed her case. On appeal, Ms. Owens, still pro se, challenges that ruling.
