Plaintiffs-Appellants Michelle Skyy (“Skyy”) and Sean Valdez (“Valdez”) (collectively, “Appellants”) appeal the district court’s memorandum opinion and order dismissing their First Amended Complaint (“Complaint”) because Appellants’ Complaint failed to allege sufficient facts against the City of Arlington (“City”) to overcome the general prohibition against holding a municipality liable for acts of its officials as set forth in Monell v.
