This lawsuit arises out of a disputed contract to supply infant formula in the Commonwealth of Virginia under the federal Special Supplemental Nutrition Program for Women, Infants, and Children (“WIC”). Overseen by the U.S. Department of Agriculture (“USDA”), the WIC program provides grants to state agencies to fund food benefits and other related services to low-income women and children.
