Our court granted the petition of the People of the State of Colorado, upon the relation of the Attorney General, to initiate proceedings “in the nature of a writ of quo warranto” in order to determine the validity of a decree entered by the district court in inclusion pro*195ceedings under the provisions of section 29 (b), chapter 294, 1951 Session Laws of Colorado, concerning water conservancy districts. The cause is at issue here on an agreed record together with the reporter’s transcript of proceedings in the district court.
