Theresa A. Dintino (“plaintiff’) filed a complaint against Lt. John Echols, Deputy Commissioner John Norris and the Philadelphia Police Department alleging a number of federal and state causes of action arising from plaintiffs arrest on July 20, 1999. Each cause of action brought by the plaintiff is based upon plaintiffs allegation that Lt. Echols, a Philadelphia police officer, arrested her without probable cause.
