This consolidated appeal concerns the constitutionality of an amendment to section 18 — 125 of the Illinois Pension Code (Ill. Rev. Stat. 1981, ch. IO8V2, par. 18— 125). Plaintiffs James H. Felt, Robert L. Massey, and Walter P.
