Jackson County, Missouri (the County), appeals from a final order entered in the United States District Court 2 for the Western District of Missouri in favor of inmate Sylvia Ware (Ware), following a jury verdict of $50,000 on her 42 U.S.C. § 1983 claim. 3 Ware v.
