Louis Kujawski brought this § 1983 action against the Board of Commissioners of Bartholomew County, the Bartholomew County Corrections Department and the State of Indiana. He alleged that the defendants had retaliated against him because he had exercised his First Amendment right to express his opinion. He also brought several supplemental state claims.
