This case arose out of a land use dispute between plaintiff, James Snyder, and the City of Minneapolis. Snyder brought suit against the city on April 10, 1986 in Henne-pin County District Court for damages caused when the city issued him a building permit to build a new building and a permit to demolish his existing building then revoked the building permit after the existing building was demolished.
