TORRUELLA, Chief Judge.
This case comes to us on appeal from the United States District Court for the District of Massachusetts and calls into question the level of government assistance required by the Uniform Relocation Assistance and Real Property Acquisition Policies Act (“Uniform Relocation Act” or “URA”), 42 U.S.C. § 4622 (1994). Congress passed this Act in 1970 to standardize federal legislation regarding relocation assistance and to provide “fair and equitable” treatment to parties displaced by federal programs.
