Plaintiff-appellant Dr. Udo U. Udo challenges his layoff from Taunton State Hospital (“Taunton”), which is operated by the Massachusetts Department of Mental Health (“DMH”). Udo claims that DMH laid him off because of age discrimination in violation of the Age Discrimination in Employment Act (“ADEA”), 29 U.S.C. § 626(b), and race discrimination in violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e.
