Constance Brewer was the self-employed owner and operator of a dry cleaning establishment and of a tax form preparation business. When she developed a heart condition, she stopped working in those businesses and sought disability insurance benefits (“DIB”). The Commissioner of the Social Security Administration (“SSA”) determined that Ms. Brewer was not entitled to DIB. 1 The claim ant then sought judicial review of the Commissioner’s final decision pursuant to 42 U.S.C. § 405(g) of the Social Security Act.
