I. INTRODUCTION
Robert S. McGrahan (the “Debtor”) filed an amended motion to modify his confirmed chapter 13 plan (Doc. No. 53) (the “Motion”) pursuant to 11 U.S.C. § 1329. The plan modification seeks to reduce the allowed claim held by the New Hampshire Department of Health and Human Services Division of Child Support Services (the “DHHS”) to account for federal income tax refunds that were seized and applied towards the claim.
