On July 20, 1920, a petition was filed in the circuit court of Cook county in the name of the People, on the relation of the city of Chicago, against Charles F. Kent, averring that he was the agent of nineteen foreign insurance companies, which were named; that his agency and place of business were in the city of Chicago, in Cook county, and each of the insurance companies of which he was agent was doing business in the State of Illinois through his agency for the year prior to April 30, 1920, and was subject to taxation on the net receipts of his agency; that he had neglected and refused to…
