This is an appeal from a judgment of the Jefferson Circuit Court, Chancery Branch, First Division, dismissing a petition filed by appellant, a colored citizen, for a writ of mandamus against appellees to prevent them “from giving effect to, permit or direct the carrying out, execution or effectuation” of certain resolutions or rules of a former Board of Park Commissioners, adopted by the Director of the Department of Parks and Recreation and to require appellee to admit the appellant and all citizens, irrespective of race or color, who may apply for…
