In this military benefits case, plaintiff, Ms. Charlotte Taylor-Tillotson, seeks review of a military board decision denying her survivor benefits after the death of Lawrence Joseph Tillotson. Ms. Taylor-Tillotson claims that she is entitled to an annuity under the Reserve Component Survivor Benefit Plan (“RCSBP”).
