Petitioner Ronnie Payne seeks issuance of a writ of habeas corpus under 28 U.S.C. § 2254. He claims that his custody, based on a judgment of conviction entered by the Superior Court of the District of Columbia, violates the Fifth and Sixth amendments to the United States Constitution.
