1 1 This action originated as an administrative proceeding before Plaintiff, the Oklahoma State Department of Health. During the administrative action, Plaintiff issued to Defendant, Billings Fairchild Center, Inc., interrogatories seeking information about Defendant's medical expert. Defendant did not completely answer certain interrogatories, stating it did not know the answers.
