Plaintiffs, as “residents, taxpayers, and legally qualified voters of school district ward No. 9 of the parish of Winn,” are here seeking to have decreed null an election purporting to have been held in that district under the authority of Act No. 256 of 1910 to obtain the concensus of the property taxpayers upon the question of the levy of a special tax for certain school purposes. They allege various grounds of nullity in the proceedings leading to, and in the manner of conducting, the election, among which the following are established beyond dispute, to wit:(1) The “resolution” whereby…
