Judgment unanimously reversed, on the law, with $50 costs and disbursements to respondents-appellants, and petition dismissed, with taxable costs. The petitioner did not acquire a vested right to proceed with the alterations in the basement of its apartment building in accordance with the amended plans approved by the Department of Buildings on June 24, 1965.
