MEMORANDUM OPINION
BENNETT, District Judge.
Plaintiff Peninsula Regional Medical Center (“Peninsula”) is a licensed hospital providing medical care to the residents of Maryland’s Eastern Shore. Peninsula filed its complaint in the Wicomico County Circuit Court on January 23, 2004, against Defendants Mid Atlantic Medical Services, LLC, (f/k/a Mid Atlantic Medical Services, Inc.), MD-Individual Practice Association, Inc., Optimum Choice, Inc., MAMSI Life and Health Insurance Co., and Alliance PPO, LLC (f/k/a Alliance PPO, Inc.)
