On April 16, 1986, the Hocking Technical College Education Association (“Association”) filed a petition for representation election with appellee, the State Employment Relations Board (“SERB”), seeking an election to determine whether a majority of the professional employees at appellant, Hocking Technical College (“College”), wanted the Association to represent them for purposes of collective bargaining.
