HOWERTON, Judge.

Kentucky CATV Association appeals from a judgment of the Franklin Circuit Court affirming a ruling by the Kentucky Public Service Commission that the Commission has jurisdiction under Kentucky and federal law to regulate pole attachment agreements between cable television operators and the various utility companies which are subject to the jurisdiction of the Commission. American Television and Communications Corporation, Consolidated TV Cable Service, Inc., and National Cable Television Association attempted to appeal but failed to properly file their appeals.
