On October 31, 1988, plaintiffs filed a civil rights action in the 24th Judicial District Court for the Parish of Jefferson, State of Louisiana. Plaintiffs alleged that on April 22, 1988, Thomas Allen, a student at Riverdale High School was unlawfully strip searched by the school disciplinarian, a Parish School Board employee, on property under the control of the School Board, and in the presence of another student and another School Board employee.
