Mr. Dillard was arrested on February 15, 1994 and charged by information in Boone County on April 27,1994 with three counts of passing bad checks. Following a jury trial on August 11, 1994, Mr. Dillard was convicted on all three counts. He filed a post-conviction motion under Rule 29.15, in which he alleged his right to a speedy trial under the Sixth Amendment to the United States Constitution was violated because of the delays in arresting and trying him.
