I. INTRODUCTION AND PROCEDURAL HISTORY

This Opinion, the ninth in the ongoing saga of Michael Bowers, resolves certain unanswered questions left open by my previous opinion, in which I largely denied the Motions to Dismiss of the Third-Party Defendants. See Bowers v.
