This is an action by the Rhode Island Higher Education Assistance Authority (“RIHEAA” or the “Authority”) to enjoin the Secretary of the United States Department of Education (the “Secretary”) from withholding reimbursements for losses incurred in connection with student loans guaranteed by the Authority pursuant to the federal Guaranteed Student Loan (“GSL”) Program.
