This dispute arises out of the efforts of the State of California to return Velasquez to that state from Colorado as a parole violator.

Prior to receipt of formal requisition from the Governor of California, the district attorney in order to obtain a warrant to arrest Velasquez filed in the district court what he denominated as “An Information for Fugitive Charge under C.R.S. ’53, 60-1-13, as amended,” alleging therein that Velasquez had been charged and convicted in California of the crime of attempted burglary; that he was later granted parole but had…
