Appellant Richard W. Goldstein, a patent lawyer, appeals the district court’s dismissal, on mootness grounds, of his civil action against certain officials in the Patent and Trademark Office (the “PTO”), and the PTO’s Office of Enrollment and Discipline (the “OED”).
