Mr. Justice Musmanno:

In all the history of the world there was never a good deed counselled but that someone objected. Unanimity has been as rare as perfection itself, and so it has happened that, in the face of impending catastrophe, not everybody was of the same mind as to how to fight the fire, impede the flood, or defeat an invading virus. Thus, it is not surprising that there is lacking full concord on the manner and means of combatting the problem which today is the shame of the nation.
