A resolution of tbe city council of tbe city of' Two Divers, dated February 5, 1912, recited “that tbe public good and convenience demand tbe improvement of the inner-harbor of tbe city of Two Divers by constructing a new dock,” along a. line described, tbe distance being 612 feet. The-board of public works was directed to assess benefits and damages. Tbe plaintiff owned two lots abutting on tbe proposed dock and tbe benefits thereto were assessed at $720 each.
