Since the enactment of chapter 316, Public-Local Laws 1913, the Board of Health of New Hanover County has been charged with the duty and responsibility of the control and maintenance of the health program for said county, including the municipalities *366therein, as provided in chapter 62, Public Laws of 1911, and the amendments thereto.
